Probably I'm not smart or it's too subtle. I am not able to tell if this is satire, it seems to be just a description of how many enterprises and large companies operate. So it's a commentary on modern working practices?
Well, it's describing patterns that frequently occur in large enterprises, but even the ones I've been a part of (not many), they try to avoid them and empower individual teams to be as agile and as lean as possible.
The one exception has been security policies when company does anything with government/state level actors.
