I don't think that's what's happening here. It appears there are electrodes at each extreme and intersection of each strap. The micro needles are likely part of a single electrode, with the purpose of avoiding hair, reducing electrical impedance by penetrating the outer layers of skin, and reducing motion artifact by anchoring to the skin.
